Does Health Insurance Cover Rare Genetic Disorders?
Vote: 1
The Indian population affected by rare inherited conditions such as Thalassemia, Haemophilia, Muscular dystrophy, Cystic fibrosis, etc., are around 70 lakhs. In recent years, Indian health insurance companies have been including many of these disorders under their umbrella and providing ample coverage, though with certain strings attached, which every health insurance should keep in mind.
How Does Genetic Disorder Coverage Work in India?
There is a clear structure to India's insurance regulatory regime that guides insurers in covering genetic conditions. The disorders are covered by policy on the following key issues:
IRDAI Mandate on Genetic Disorders
The crucial shift has occurred from IRDAI stating that it will be enforcing the ban on blanket exclusion for a genetic disorder from May 2020 onwards. This is reiterated in the IRDAI Master Circular (May 2024), which presumes that a genetic disorder, if it is not reported as a pre-existing condition by the insurer, is not permanently excluded.
- Commonly Covered Genetic Conditions
In the case of a few small and manageable conditions, such as Thalassemia, Sickle Cell Anaemia or Haemophilia, they will be covered by standard comprehensive plans. This may include inspection costs for the hospital, pre-admission and post-admission costs, day/night costs and necessary investigations, e.g., genetic testing.
Progressive and High-Cost Disorders
Highly progressive diseases (Huntington's disease, late onset Muscular Dystrophy, Cystic Fibrosis and Spinal Muscular Atrophy) are more challenging. Insurers can charge more for the premiums or have extended co-payments or condition exclusions. Policies may be denied in some instances entirely when they're being issued.
Genetic Testing and Diagnostics
Diagnostic testing (DNA sequencing, enzyme assays) is covered only when medically necessary and ordered by a medical professional. In general, policies do not cover screening tests that are undertaken by choice or related to a consumer's requirements.
Internal vs. External Congenital Conditions
Most policies cover internal conditions (congenital heart defect, metabolism issues, etc.) after the waiting period has passed. Sometimes extra conditions, like a cleft lip or clubfoot, will be discounted or will need a special add-on. It is critical to read the exclusion wording in the policy carefully.
Gene Therapy and Experimental Treatments
At present, no health insurance policies cover gene therapy. In other countries of the world, there have been advances in developing gene therapy for some diseases (e.g., haemophilia, thalassemia), which are not insured. Bone marrow Transplants might be made available under some of the thorough policies, but require policy-level verification.
Policy Exclusions to Watch
Of late, overseas treatment for genetic disorders, non-allopathic treatment, genetic deformation-related cosmetic surgery, and non-approved treatment methods are not included in the list of commonly excluded treatments. For any kind of policy, the 'Exclusions' and 'Special Conditions' are always vital to be looked at when considering buying.
Final Thought
India's regulatory scheme has taken significant steps to safeguard individuals with rare genetic diseases. The key to having real coverage for the genetic diseases is to be open about conditions, choose a plan with minimal sub-limits, and, if needed, think about adding critical illness coverage.
